Jewelry Making

I want to buy some (flat) plain plastic hoops that I can use (paint/decorate) and put together with wire to make jewelry to sell on Etsy. Are there any jewelry supply or craft stores I can find these at?
This is the basic shape I was looking for: http://www.beadsandpieces.com/rosewood-off-center-donut-pendant.html However, I want it in plain plastic so that they’re inexpensive.

My aunt makes jewelry and I want to try myself. What would I need? All I know are beads and needle nose pliers. I know nothing about this. But I really want to learn. Please let me know. It would be very much appreciated.
