I don't know for sure if they would have the exact same kit, but they do have kits in the container that you've described. (And btw, the technique of putting nail polish or other acrylics and glues on the frayable end of cording to make stringing beads easier isn't unusual... it's often done on various kinds of cording used for beading, including elastic.)

You could just buy her some beads and stretchy cording yourself too instead of buying a kit... you can read about various kinds of cording used for jewelry beading on this page if you're interested:
