While some beadmakers today use small electric drill on their shells, this doesn't work too well because it often shatters the shell. Most people who make beads from shells use methods that have been employed from the beginning.

With a hand drill. Dont forget to put sticky tapeon both sides of where you want to drill, it'll prevent the shell from breaking
References :
You need to use a drill with a "masonry" bit. They are only about $2-$3 at any hardware store. Bring in the string you are using with you to the store and show it to the sales guy. He will be able to show you what size drill bit to get that will be big enough for the string to go through and be small enough not to do any unneccesary damage.
